The office is located in the red Sawmill building.  If you are coming from the south, there is a white fence before you come to the entrance on the left, which is hidden from view until you arrive at it.  If you are coming from the north, you will see the lower level entrance of Sawmill before you arrive at the top level entrance which is where PVMC is located.  PVMC's door is in the corner of the building.
